          The cases are going to close not because there is no case against him. On the contrary, at least in the case of DC court, all evidences are now submitted to the judge and can be viewed by the public. The cases are closed because department of justice follows its internal rule that it cannot prosecute a sitting president.

Jusitice department cannot investigate nor can it prosecute him. And congress won’t impeach him or invoke 25A because he controls both senate and house.
